It assumed direction of numerous social action committees within Philadelphia Yearly Meeting. After the Meeting for Social Concerns was laid down in 1974, these committees were placed under Coordinating Committee for Testimonies and Concerns (CCII). SHORT HISTORY OF THE COMMITTEE

A Committee on Social Concerns was formed in 1968 by the Representative Meeting of the Philadelphia Yearly Meeting (PYM) on the recommendation of the Ad Hoc Committee on the Urban Crisis. Responsible for all programs and activities related to race, poverty, and the urban crisis, the new committee was viewed as a response to contemporary conditions. Proponents felt a critical need to make the structure of the PYM more responsive to the problems of urban America.

The membership of the new Committee came from merging six existing committees of the PYM, focused broadly on the areas of social concern, whose functions were "absorbed" by the new Committee: Alcohol Problems, Prison Service, Race Relations, Social Order, Social Welfare, and the Chester Project. Its Executive Committee included representatives of all of the merging committees.

A "Meeting for Social Concerns" was approved by the PYM in 1969. Restructured as a Meeting, membership was open to all. Minimal leadership was provided by an Agenda Committee which consulted with staff and convened the Meeting itself. A greater need for structure was soon recognized, and a Steering Committee replaced the Agenda Committee in 1970. At this time, individual monthly meetings were asked to appoint representatives to the Meeting on Social Concerns. The change reflected a widespread feeling that the MSC was increasingly dominated by non-Quakers and that the level of participation by Friends in MSC was not as expected.

In addition to administering the Committees under its jurisdiction, the Meeting for Social Concerns itself sponsored programs, projects, and conferences. It also cooperated with other religious and social agencies in a number of ventures, including the National Council of Churches and the Coalition for Indian Defense, and made small grants from a discretionary fund to a variety of groups engaged in social change. The Meeting for Social Concerns was convened at many local Friends meetings over a wide geographical area, to provide an opportunity for increased participation and to share concerns and social involvements.

In 1974, the Meeting for Social Concerns was laid down after six years of work. A new Coordinating Committee for Testimonies and Concerns assumed its functions and experience.

BRIEF DESCRIPTION OF THE RECORDS

The records of the Meeting for Social Concerns include minutes from the Meeting itself from 1968 through 1974, and minutes from various committees from 1958 through 1991, as well as financial papers, publications, correspondence, and personnel recruitment and hiring information; also miscellaneous documents, letters, and flyers from various events attended or sponsored by the Meeting, its committees, or their members; and other miscellaneous committee and personal memorabilia from travel and events.

Organization

Series 1 contains the records of a predecessor committee, the Ad Hoc Committee on the Urban Crisis. Series 2-19 contain administrative records for the Meeting for Social Concerns. Series 20-21 contain records on the external activities of the Meeting for Social Concerns, documenting the relationships of the MSC with individuals and organizations outside of PYM, including projects of the MSC as a whole, not under direct Program Committee supervision, funding proposals referred to the MSC, and conferences.

As a PYM body, the MSC was funded by and under the direct supervision of PYM. The Nominating Committee usually appointed members of PYM to positions on the Executive, Agenda, and Steering subcommittees, but a few who served were not; staff was hired by the Executive Director of MSC but were paid through PYM. MSC Committee members may also have served on other PYM administrative committees. Both staff and committee members participated in the decision-making processes of PYM, particularly as affected the MSC.

Forerunner of the Social Concerns Committee, Housing and Poverty Involvement was set up in 1967 and included three representatives of each of the committees of Race Relations, Social Order, and Representative Meeting. It was laid down in 1969.

After a number of years of cooperation with the Orthodox Social Order Committee, the Hicksite Committee on Economic Problems changed its name to Social Order in 1948. It formally merged with its Orthodox counterpart in 1949 and became a Joint Committee. Social Order was absorbed by the Meeting for Social Concerns in 1969-70.

The Weekend Work camp Program, under David Richie, had been sponsored by the Social Order Committee. When the latter was laid down, MSC assumed responsibility. Since 1939, when the Work camp Program was initiated, its objective was to educate middle class people about the injustices of industrial society, and included a Saturday of work in the host community and a weekend of simple living. Throughout the early period, work camps were run in different areas of the City of Philadelphia; in 1966, the program settled in Mantua. Increasing participation by community groups in management and concern about housing in general resulted in the creation of Friends Housing Inc.; The two groups had interlocking boards. In 1970, Mantua Mobilization proposed the takeover of the Weekend Workcamps by the community; this was ultimately rejected because it was felt that the Mantua Mobilization was not a representative group.

Continuing the work of its predecessor, the Committee on Race Relations (established in 1930), the objective of this Committee was “to obtain an understanding of the tensions and problems of minority groups, and to involve the entire community in their solution.” It was involved in lobbying for affirmative action, preparation of educational materials, and cooperation with Black community-oriented activities. Its name was changed to Racial Concerns in 1978, and the Committee was laid down in 1978.

The FCP was originally set up in 1966 as a three-year project of the YM to work for social change and community development in Chester. Control of the program was transferred to the Black community in 1969, under the name of Project House. It was partially funded by the YM through MSC until 1974.

This Committee was formed in 1968 as an outgrowth of the Friends Chester Project to see what Quakers might do to support the efforts of Black community groups and to work on the problem of suburban white racism. It published a newsletter, The Friendly Agitator (1969-74) and The County Jail - A Handbook for Citizen Action (1974).

Formerly the Committee to Improve the Administration of Justice, and, before that, Friends Prison Service Committee, Criminal Justice was organized in the late 1950's through a concern with conditions in Pennsylvania prisons. In 1963, a one-to-one prison visiting program was organized, involving members of monthly meetings. In 1970, the Barbwire Society and Prisoners Rights Council were founded. The Pennsylvania Program for Women and Girl Offenders (PPWGO) was a community-based system for adult and juvenile female offenders.

Organized in 1964, the Prison Service Committee of Southern New Jersey focused its activities on the reform of female and juvenile justice. They developed a successful Friendly Visitors Program, staffed by volunteers, and a volunteer Probation Counselor Program. The Committee was also involved in lobbying efforts, a Speakers Bureau, and published a newsletter, “No Bars Hold.”

In 1972, Philadelphia Yearly Meeting liberated Lawrence Scott and George W. Willoughby to form a group to study the problems of the "immorality of the profit motive" and the corporate structure of American economic life. The working group saw its primary purpose as encouragement of "seeking and study of concernend members of PYM." They circulated queries and facilitated discussions in local meetings.
