SHORT HISTORY OF THE COMMITTEEThe Friends Peace Committee (FPC) of Philadelphia Yearly Meeting was formed in 1933 by the merger of similar committees that had been established in 1892 by the Race Street Yearly Meeting (Hicksite) and in 1916 by the Arch Street Yearly Meeting (Orthodox) in Philadelphia. The records in this collection include those of the predecessor committees, official and unofficial, as well as those of the FPC itself. In 1892, a Peace Section was formed as a subcommittee of the Committee on Philanthropic Labor of PYM (Hicksite). Work for Peace and Arbitration was carried out under the direction of Arabella Carter, who was known as the Peace Superintendent. In 1916, an autonomous Emergency Peace Committee was appointed to "work in closest harmony with the like committee appointed by Arch Street." Jesse H. Holmes was appointed Chairman, with Arabella Carter continuing as Peace Superintendent. The name of this Committee changed several times, to the Committee on Peace and Emergency Service in 1917, and to the Committee on Peace and Service in 1920. Members published and distributed literature, engaged in other educational work, and supported a Swarthmore College Peace Caravan team sent out by the American Friends Service Committee (AFSC). The Philadelphia Peace Association of Friends (PPAF) was an unofficial body formed in 1891 by members of PYM (Orthodox). Samuel Morris and John B. Garrett served as Presidents for most of the period from 1891 to 1916. Members printed and distributed peace literature, arranged lectures and educational programs, and corresponded with legislators and world leaders. When the Yearly Meeting (Orthodox) formally established a Peace Committee under the Chairmanship of John B. Garrett in 1916, the PPAF ceased to be active. Anne Garrett Walton served as Executive Secretary. She was succeeded by William Wickersham and, beginning in 1923, by Richard R. Wood. After the merger of the two peace committees in 1933, the joint organization was called the Friends Peace Committee, first of Philadelphia and Vicinity and subsequently of the Philadelphia Yearly Meetings. It was funded by appropriation from both Yearly Meetings and by contributions from individual Friends. In 1955, after the reunification of Philadelphia Yearly Meetings, FPC was placed under the direct oversight of PYM and its Representative Meeting. Richard R. Wood assumed the position of Executive Secretary of the Friends Peace Committee of Philadelphia and Vicinity in 1933, after serving in that capacity for the Peace Committee of PYM (Orthodox). In 1949, George C. Hardin was hired as Executive Secretary. George R. Lakey took over for him on an interim basis, during the former's leave of absence from 1963 to 1965. Hardin retired in 1973. In 1974, PYM was restructured, placing FPC within the Coordinating Committee for Testimonies and Concerns, Section II (CCII). In an effort to increase efficiency and to consolidate the many activities of PYM, CCII had been appointed to oversee social programs and committees under its care, and reported in turn to PYM and its Representative Meeting. The position of Executive Secretary of FPC was eliminated, and a staff coordinator was appointed to handle administrative tasks. In 1981, PYM's budget cutbacks forced CCII to assume administrative duties for FPC, so that staff could continue to maintain essential programs. Into the 1980's and 1990's, the FPC continued to grow and change. New subcommittees were formed to focus on such issues as peace in the Middle East and the presence of the military in schools. The Records of Friends Peace Committee were received in a number of accessions from several sources. In 1938, scattered minutes of the Committee on Peace and Service, then the Peace Section of the Committee on Philanthropic Labor, were received from PYM (Hicksite) Offices at 1515 Cherry Street. Included in it were records of the joint Friends Peace Committee from 1933 to about 1935 as well as the Treasurer's Ledger and a few records of the Philadelphia Peace Association of Friends. Most of the Orthodox records had been deposited in the YM Archives at 304 Arch Street and were transferred to FHL in the mid 1970's. Additional papers of the Joint Committee were deposited in 1954, and those of the FPC several times in the 1970's, including the files of George Hardin. Fire partially destroyed files and literature in the FPC Offices on May 23, 1962; so much original FPC material dating from the late 1950's and early 1960's is missing. The records of Bruce Birchard and Tom Conrad were received in 1985, covering the period from 1973-1984. Return to the Table of Contents BRIEF DESCRIPTION OF THE RECORDSThis collection consists of 95 assorted archival boxes, with the material organized within each box in file folders. The materials located within consist of minutes, correspondence, agendas and other ephemera. Organization: Series 1 through 3 of the collection contain the records of the three predecessor committees to the Friends Peace Committee, the Committee on Peace and Service (Hicksite), the Philadelphia Peace Association of Friends (Orthodox), and the Peace Committee of the Philadelphia Yearly Meeting (Orthodox). After Series 3, the remainder of the collection includes the records of the Friends Peace Committee, formed in 1933. Series 4-5 contain the minutes, logs, and financial records of the general committee. Series 6 and 7 contain the correspondence and files of Executive Secretaries Richard Wood and George Hardin, respectively. Series 8-13 contain the records of a number of subcommittees founded during Hardin’s tenure, while Series 17-19 contain miscellaneous correspondence and documents related to various committees and projects. Series 20-30 contain the more recent additions to the collection. Series 20 deals with the relationship of the FPC with the Coordinating Committee for Testimonies and Concerns, while Series 21 contain the papers of the staff coordinator from 1974 to 1981. Return to the Table of Contents Series 4.1. Logs, 1963-1992The Logs, bound and foldered copies of all mailings by
year, were probably first assembled by George Hardin and this
practice was continued by the succeeding Coordinators. In the logs
received in the 1980s and 1990s, the clerk of the Friends Peace
Committee accumulated the logs. Records include minutes, committee
minutes, financial report official FPC statements, and memoranda.
Most are marked according to numbers of copies printed and
destination.

Return to the Table of Contents Series 6. Subcommittees and Program Records of Richard Wood, Executive Secretary, 1932-1951In its first fifteen years, the FPC was largely known
for lobbying and for testifying before various bodies. Richard Wood,
the Executive Director, was an authority in international relations,
was Chairman of the National Peace Conference for three years, and
was Associate Consultant to the U.S. Delegation at the San Francisco
Conference in 1945 at which the UN was started. Within FPC, Wood
divided his time between the sub-committees, maintained
correspondence, and spoke and published articles on peace issues.
During this period, the standing Subcommittees included the
Executive, Legislative, Peace Education (later, General Education),
Field, Pacifist Principles, and the Committee for the Speakers Bureau
on International Affairs.

Return to the Table of Contents Series 7. Executive Subcommittee and Executive Secretary, General: George Hardin, Executive Secretary, 1949-1973During the tenure of George Hardin, the FPC became an
action-oriented peace organization with the increasing involvement of
staff in determining the policy and direction of FPC. In 1949, there
were eight outstanding sub-committees of the full Friends Peace
Committee (Joint), including the Executive Committee. This was
changed in the 1955-63 period, when the full Committee met only three
times a year, and there were up to 21 working groups, including
standing committees, shorter range committees, and working parties,
coordinated through the Executive Board. The larger standing
committees were laid down. This short-term experiment in structural
change was the result of continuing attempts to make the FPC more
flexible and to encourage member participation while at the same time
attempting to retain some measure of control by the Executive
Secretary and the full Committee over their corporate actions.
Subsequent efforts to revise the structure of the FPC reflected a
need for greater program coherence.

Return to the Table of Contents Series 8. Policy and Legislation Subcommittees, 1948-1974The Subcommittee underwent several name changes - Action
in 1949, to Policy by 1952, to Policy and Legislation in the early
'70's. Historically, it had a double role. On one hand, the
Subcommittee informed FPC members and other Friends of impending
legislation by issuing statements and action bulletins. On the other,
it acted as a watchdog over the policies and procedures of FPC and
PYM.
After 1973, the records for the Policy and Legislation
Subcommittee are found in Series 22.

were to plan and recommend programs, activities and materials for
schools and to help with materials and activities for Friends
Schools. Before it was laid down in 1957, members worked to revise

the film, "Young William Penn."

expression of an adequate Quaker philosophy of peace and to suggest
methods of spreading such a philosophy. In 1954, it was involved in
writing pamphlets, draft counseling, and peace education in Friends
Schools. They also wrote letters to young men and women, as well as
to headmasters of Friends' schools, concerning the draft.

Return to the Table of Contents Series 11. Nonviolence Subcommittees and Working Parties, 1956-1976 & n.d.FPC began nonviolent action training during the late
1950's in various parts of the South. After forming several working
parties to consider the various aspects of non-violence, the FPC
helped to develop a special course to prepare individuals for
participation in the Poor Peoples Campaign in 1968. This was so
successful, that the new Subcommittee for Non-violent Direct Action
(NVDA) decided to continue to offer a training program in the use of
nonviolence.
Originally formed under the direction of the Pacifist
Principles Committee to undertake a specific study of nonviolence and
to write a report, "A Perspective on Non-Violence," which was
published in 1957.

Public Witness Working Party was formed on the
recommendation of the Policy Committee to consider and arrange
various public witness projects. "Public Witness" was published in
1962.

Return to the Table of Contents Series 12: Speakers Bureau, 1954-70 & n.d.A Speakers Bureau on International Affairs was originally conducted by Elizabeth T. Rhoads under the auspices of the Philadelphia
Peace Council and the Orthodox Peace Committee. In 1951, for instance, the Bureau arranged addresses for 326 audiences, reaching
an estimated 64,426 people, mostly non-Friends. The Speakers Bureau Committee was appointed to advise
and assist the Director of the Bureau, and to suggest possible
speakers, subjects, etc.

Return to the Table of Contents Series 13: Youth Work Subcommittees, 1952-1970 (gaps)The Orthodox Peace Committee maintained a Peace Education Subcommittee; they worked in schools, conducted Teachers' institutes,
and provided literature, exhibits, and other educational material. The Hicksites began to arrange talks in school in 1922-23.
By 1950, the joint Peace Committee focused more on peace education in Friends' schools and Colleges. In 1952, the Committee
corresponded with every male member between the ages of 17 and 26, sending them basic literature and urging them to consult
with draft counsellors in their meetings.

was folded into the full-time work of the Peace and Justice Coordinator.

Return to the Table of Contents Series 23: Peace Conversion and Disarmament, 1973-84In 1973, FPC adopted PYM member George Lakey's proposal
to undertake a program on the B-1 Bomber and Peace Conversion. Lakey
was also a member of the Task Force for a 3-year nationwide Peace
Conversion Campaign organized initially by the American Friends
Service Committee and Clergy and Laity Concerned (CALC). He
recommended that the FPC take responsibility for organizing the
Delaware Valley. Bruce Birchard joined the Subcommittee full time in
late 1974, and George Lakey continued to be involved on a 3/5 basis
(until 1976). In 1975, FPC approved a continuing program in military
spending and peace conversion. After the cancellation of the B-1 in
1977, the focus of the Subcommittee shifted to Disarmament, to deal
with an increase in military spending and the escalating nuclear arms
race; in 1980, its name was changed to Disarmament and Conversion. In
the spring of 1982, Representative Meeting approved a special 6-month
peace project. The so-called Pennsylvania Campaign for a Nuclear
Weapons Freeze (PCNWF) coordinated pro-disarmament activities
including the June 12/14 Rally and non-violent sit-ins scheduled to
coincide with the Second UN Special Session on Disarmament in New
York City. The PCNWF worked for Freeze Referenda and for pro Freeze
candidates in the November 1982 elections. In December of that year,
sponsorship of PCNWF was assumed by the Pennsylvania Council of
Churches according to plan.

young people who are facing decisions regarding military enlistment,
registration, and conscription. Also facilitate Quaker response to
related legislation. Specific concerns have included recruiting in
public schools (PIE, Program for Increased Education), ROTC in Public
Schools, Draft Counseling in Friends Schools, Draft Registration,
TFORM (Taskforce on Recruitment and Militarism), Counter Recruitment,
and ASVAB (Armed Services Vocational Aptitude Battery). Tom Conrad
worked as coordinator in the late '70's, and Michael Mongeau until
1983. In 1993, the name of the subcommittee was changed to the
Working Group on Youth, Conscience, and the Peace Testimony.
There

and 1993.

Return to the Table of Contents Series 26: Legislative Letter Writing Campaign, 1989-1998The Legislative Letter Writing Campaign was initiated at
the Philadelphia Yearly Meeting as a project of the Friends Peace
Committee in 1989. It was a coordinated effort between the Friends
Peace Committee, the monthly meetings of PYM, and the Friends
Committee on National Legislation (FCNL) to correspond with members
of Congress and the President on national issues pertinent to
Friends. Over the course of the campaign, many thousands of
communications were sent, written at more than 50 Philadelphia Yearly
meetinghouses, as well as some in New York and Baltimore. The Friends
Peace Committee and the FCNL sent focus issues sheets each month to
the monthly meetings, which contained sample messages and background
information on possible letter topics chosen. Many monthly meetings
would then hold letter monthly writing sessions.
Miles Day and Mary Flounders-Arnett were very active
staff involved with Legislative Letter Writing Campaign. The project
was laid down in 1998 as a Friends Peace Committee initiative,
although letter writing continues. The FCNL now distributes monthly
e-mail updates identifying legislative issues of concern to Friends
and offering background information helpful to individuals who want
to contact their congressional representatives.

Return to the Table of Contents Series 27: Friendly Presence Working Group, 1970-1987Friendly Presence was organized at the time of the Black Panther Party convention in Philadelphia in 1970; members were trained
in nonviolent response to conflict situations. Following the police blockade of MOVE in the spring of 1978, the group asked
Yearly Meeting to be further empowered to organize a set of initiatives regarding the impasse. Their proposals included a
vigil outside of the blockade and consultation with community groups.

Return to the Table of Contents Series 28: Peace in the Media, 1992-95The Peace in the Media (PIM) working group of the
Friends Peace Committee held its first meeting on April 13, 1992,
under the name of the Philadelphia Yearly Meeting Media Working
Group. The group shared the services of the Peace Committee staff and
volunteers, and held an office in the Section on Testimonies and
Concerns of the Philadelphia Yearly Meeting. PIM’s goal was to
present alternative resources and experts on peace to the
overwhelmingly pro-military mainstream media. It sought to do this by
collecting and disseminating press kits and resumes of peace experts
to the major news networks. They called this major project "In Plain
View.” The "Profiles of Peace in the Media Consultants” section of
this series contains correspondence and background profiles of the
peace experts that the PIM group contacted and used for this project.
The Peace in the Media Working Group initially focused on changing
the media presentations of the Middle East and arms issues, but over
time they increased the number of issues they wished to influence to
include Haiti, covert action by the government, and the conflicts in
the Balkans, among others. Charles Kelly served as the clerk of the
Peace in the Media group, and the Testimonies and Concerns section of
the Philadelphia Yearly Meeting laid it down in 1995.

Return to the Table of Contents Series 29: Waging Peace Project, 1991-96The Waging Peace Project, a project of aid to Middle
Eastern children and families, was founded in 1991 as a branch of the
Middle East Working Group. In the proposal for the project, it was
described as "a way to acknowledge our responsibility for people
suffering from the effects of recent military operations in the
Gulf.” A TV video spot for fundraising, on going educational aid, and
exchanges between the U.S. and Iraq were among the major programs
members of Waging Peace developed. Another significant project was
the funding of Iraqi children to come to the United States for
medical care. Jennifer Isaacs and Mary Arnett coordinated a
newsletter on the project, and Mary Arnett and Tom Truitt were
responsible for the overall coordination of Waging Peace. In 1994,
preparations were began to lay down Waging Peace, and in 1996 its
account balance of $4.333.33 was forwarded to the Middle East Council
of Churches to buy medical supplies to present to the Iraqi Red
Crescent.

Return to the Table of Contents Series 30: Middle East Working Group, 1988-1993The Middle East Working Group began in 1988 under the
name of the Working Group on the Israeli-Palestinian Conflict. On
June 23 of that year, the Philadelphia Yearly Meeting issued a
statement on the Israeli-Palestinian conflict that declared a
position favoring an end to violence on all sides. To enable friends
to be more active and informed on the issues involved in the Middle
East, the Working Group on the Israeli-Palestinian Conflict worked to
distribute relevant, balanced information. It published an
informational newsletter titled “Over the Face of the Earth: Sketch
maps of the Middle East for Friends Trying to Walk Cheerfully”
written by Mary Flounders-Arnett.
In 1990, the members of the group decided to change its
name to the Middle East Working Group, due to its expanded interests
to other areas besides Israel and Palestine, especially after the
United States became involved in the conflict in the Gulf. The Middle
East Working Group hosted a conference in 1992 titled “The Winter
Conference – Peace in the Gulf?” and prepared lists of curriculum
materials for educators who wished to present unbiased presentations
of the Middle East. The group also “nurtured the leadings of
individual PYM members who were led to testify for peace in the
Arab-Palestinian-Israeli conflict,” participated in the worldwide
campaign to end sanctions on Iraq, and maintained support for the
Waging Peace Project, a project of aid for middle eastern children
and families (see Series 29 of the Friends Peace Committee). Anna
Kennedy served as clerk for the Middle East Working Group until 1992,
and the group was laid down by the Testimonies and Concerns section
in September of 1993.
