Biographical / Historical

Prompted by a challenge presented to Yearly Meeting by the Black Manifesto of the Black Economic Development Conference, the 1970 Working Party was appointed in the spring of 1970 to examine racism within PYM. The Working Party issued a Preamble in June which in turn was the impetus for the establishment of the Economic Development Fund for Disadvantaged Minority Groups in March of 1971. The objective of the fund was to make "substantial resources available to projects which may be expected to result primarily in the development of growth, self-sufficiency, and economic independence of persons who are within a currently disadvantaged minority group." Initial investment in the Fund was a grant from the capital funds of the Yearly Meeting and from other contributors. Representative Meeting and the Working Party also sent out a series of queries to monthly meetings, requesting information on "the nature of involvement in the 'Social Crisis.'"

Operations of the Fund were laid down in 10mo 1976 because of lack of resources.
