SHORT HISTORY OF THE ADMINISTRATION OF PHILADELPHIA YEARLY MEETINGIn 1955, the reunified Philadelphia Yearly Meeting authorized the merger of the former Orthodox business office at 304 Arch Street and the Central Bureau of the Hicksite branch at 1515 Cherry. The Committee in charge of the offices met and organized under the name of the Committee on the Central Bureau, as a subcommittee of Representative Meeting; they decided to call the office the Friends Central Bureau. In 1957, this name was changed to the Office of the Yearly Meeting. Staff members at the time of the reunification included William Eves, Howard G. Taylor, Marguerite Hallowell, and Richmond P. Miller. By 1957, William Eves was named General Secretary, and Taylor and Miller Associate Secretaries. The Arch Street Yearly Meeting had appointed its first Yearly Meeting Secretary in 1918, William B. Harvey, whose budget included his own salary, clerical assistance, and office expenses; Harvey served until 1937, when he was suceeded by Edward W. Evans. The latter was reappointed until his retirement in 1946, when Howard G. Taylor (1890-1967) assumed the role; Taylor resigned in 1958. The Hicksites named Jane P. (Jane Palen) Rushmore the General Secretary of its new Central Bureau in 1911; Rushlore served until she retired in 1945. At that time, the Yearly Meeting divided her responsibilities among three secretaries, one each for Office, Field, and Education. Marguerite Hallowell, Office Secretary, retired in 1956. Richmond P. Miller (1902-1972), who began working for the Race Street branch in 1939 doing field visiting for the Social Service Committee, became Field Secretary of the Central Bureau in 1945, and retired as Associate Secretary in 1968. William Eves served as General Secretary until 1963. Succeeding General Secretaries of Philadelphia Yearly Meeting include the following:
Francis G. Brown 1964-1982 Samuel D. Caldwell 1982-1990/1 Edwin E. Staudt 1990-1994 Nancy Middleton 1994-1995 Thomas H. Jeavons 1995- At the time of the reunification, the Central Bureau provided clerical assistance to the Yearly Meeting and to other Quaker groups on a fee basis. By 1966, the Office was providing stenographic and switchboard services, mimeographing, bookkeeping for certain committees, and addressing services for PYM; it also coordinated fieldwork (visitation). Representative Meeting was reorganized in 1970, and the Office Committee was laid down. Its duties were temporarily transferred to the new Personnel Committee. In 1974, three "Coordinating Committees" were set up: Education and Care of Members (CC-1), Testimonies and Concerns (CC-2), and General Services (CC-3). In 1990, Representative Meeting appointed the Long Range Committee; its report was submitted to Yearly Meeting in March of 1994. When unity could not be reached on some of its recommendations during a special session in October of 1994, a Structure and Workings Committee was appointed; this Committee was comprised of all of the Clerks of monthly and quarterly meetings. The report of the Structure and Workings Committee was approved by Yearly Meeting in 1996. At that time an Implementation Committee was created to work out the details. In 1997, Philadelphia Yearly Meeting was restructured from three Coordinating Committees to five Standing Committees, and Representative Meeting was renamed Interim Meeting. A General Services Standing Committee was given broad responsibility for oversight of "those administrative functions which enable the ministry of Philadelphia Yearly Meeting," roughly divided into four areas, i.e. Finance, Personnel and Administration, Conferences, and Property. Return to the Table of Contents BRIEF DESCRIPTION OF THE RECORDSAdministrative records of the Philadelphia Yearly Meeting include committee and other records having to do with the functions of accounting and audit, fund development and stewardship of funds, grant coordination and financial assistance, computer services, records and archives, personnel services and staff benefits, conference management (including Yearly Meeting sessions), and property management - as are under the oversight of the current General Services Standing Committee. Partially because of changes in the structure of the administrative functions, this finding aid is organized by committee and by function, depending on provenance. The records of the offices of General and Associate Secretaries are also included. Those records which were received without provenance information have been broadly grouped as either financial or general administrative records. Researchers interested in a particular time period or functional unit are advised to search the entire finding aid for relevant materials. Central Bureau Committee, 1911-1964In 1911, the Philadelphia Yearly Meeting (Hicksite) committees on First-day Schools, Philanthropic Labor, and Education proposed
the creation of a Central Bureau, to coordinate better the actions of the
various committees. They also entered into a contract to transact the office business of the Committee on First Day Schools
of Friends General Conference. Jane P. (Jane Palen) Rushmore was its first General Secretary, and she continued in this role
until her retirement in 1945. At that time, the Yearly Meeting divided her responsibilities among three secretaries, one each
for Office, Field, and Education. Marguerite Hallowell, Office Secretary, retired in 1956. Richmond P. Miller (1902-1972),
who began working for the Race Street branch in 1939 doing field visiting for the Social Service Committee, became Field Secretary

In 1923, the Hicksite Philadelphia Yearly Meeting, acting on a request from the Committee on First-Day Schools,
appointed a Survey Committee to
review committee organization and to make recommendations as to its improvement. This resulted in the instruction
to Central Bureau to take charge of field work in 1924, handling the concerns of both the Education and First-Day
School Committees.

Representative Meeting, on the recommendation of the Office
Committee, with the concurrence of the Coordinating Committee,
Committee on Decision-Making Procedures, and Finance Study Committee.
The Personnel's Committee's initial objectives were: to develop and
maintain a salary plan, based on info on job categories and salary
ranges collected by the Office Committee; to implement annual reviews
of the salaries of all Yearly Meeting and Yearly Meeting Committee
staff; to approve the starting salary for new Yearly Meeting and
Yearly Meeting Committee staff; to serve as a grievance body for
personnel issues; to develop personnel policies and fringe benefits
for Yearly Meeting and Yearly Meeting Committee staff, having in mind
a common occupancy of the Friends Center office building with the
AFSC and other organizations; and to stimulate interest in service to
the Yearly Meeting and its committees, either through employment or
volunteer.
The Personnel Committee was created as a standing committee
of the Representative Meeting. It temporarily assumed the duties of the Office Committee in 1970 until the establishment
of the General Services Coordinating Committee in 1974. It continues as the Personnel
Services Group.
The Philadelphia Yearly Meeting Records Committee restricts access to certain materials with implications for personal privacy.

A "Combined Appeal" was undertaken in 1969 by Philadelphia Yearly Meeting to solicit designated as well as undesignated voluntary
financial contributions from members. This appeal was in addition to regular budgetary contributions, but was intended to
replace separate appeals for funds from committees (except for George School and Westtown) to support Friends' testimonies.

Philadelphia Yearly Meeting's Pooled Life Income Fund provides a way for Friends to receive current income from gifts that
eventually will pass to PYM or other IRS approved Friends organizations. As of 2003, the Fund had distributed more than $1,698,450
to benefit PYM, monthly or quarterly meetings, preparative meetings, unincorporated Friends schools, and Friends boarding
homes. Donors to the Fund receive tax deductions in the year of the gift. The Yearly Meeting is Trustee of the Fund and has
placed responsibility for the Fund's operation in the DGGG, which meets at least three times a year.
The Deferred Giving Governance Group (DGGG) oversees gifts to PYM from bequests, charitable gift annuities, unit trusts, and
the Pooled Life Income Fund. The DGGG oversees the manner of investment, marketing, and services provided to Friends who make
deferred gifts to Yearly Meeting.

invited the Friends of the world to three World Conferences, held in
1951, 1952, and 1953. At the second Friends World Conference, held in
Oxford, England in the summer of 1952, an American Section of the
Friends World Committee was established.

The Property Committee was originally a subcommittee under Representative Committee, and had the responsibility for care and
maintenance of Yearly Meeting facilities, fire insurance, etc. In 1961 it was reorganized as the Yearly Meeting Property Committee.
The Conference Center Committee was merged into the Property Committee in 1975.
In 1976, the Property Committee was expanded to include the functions related to the Arch Street meeting house property,
viz. property maintenance, the conference program, preparations for Yearly Meeting, and the visitors program; this committee
was to be known as the Arch Street Property and Use Committee under the General Services section.

Friends House Committee was appointed jointly by the Representative Meeting of Philadelphia Yearly Meeting (Orthodox), Representative
Committee of Philadelphia Yearly Meeting (Hicksite), and the Executive Board of American Friends Service Committee in 1940.
The purpose of the Committee was to investigate possible sites for a Friends' House, to explore space needs of the three participants,
and the survey the members concerning the establishment of such a facility. Ten years later, after the interruption of World
War II, the Committee employed architectural assistance in studying existing facilities and possible sites. A brochure was
prepared for circulation before a joint session of the two Yearly Meetings in 3mo 1954. After receiving a go-ahead, the committee's
work was stalled due to difficulties in agreeing on a site. Finally, the Committee was released in 1955, and a new committee,
the Committee on the Use of Friends' Properties in Central Philadelphia was appointed by Representative Meeting

In 1955, the Arch Street (Orthodox) and Race Street
(Hicksite) divisions of the Philadelphia Yearly Meeting completed
their five-year transition to an "organic union" of the two meetings.
Records and personnel were moved from Arch Street to the new yearly
meeting headquarters at 1515 Cherry Street. In addition to combining
the two yearly meetings' headquarters, Representative Meeting
subcommittees also had to be combined, and a few new subcommittees
were created. Among these new committees was the Committee on the Use
of Friends Properties in the Central Philadelphia Area, whose task it
was to study the needs of Yearly Meeting committees and other
Friendly organizations and to make recommendations for the efficient
housing of their activities, between the various Philadelphia Yearly
Meeting properties. It was called, variously, the Use Committee and
the Property Committee. The oversight of the property on Cherry
Street was removed from the Monthly Meeting that used the space and
given to the Representative Committee of the Yearly Meeting in 1955;
oversight of the Arch Street property followed, in 1962.
Construction and improvement of the Arch Street properties,
including the demolition of the 300 Arch Street building, went on
from 1962 to 1967, supervised by the Arch Street Building Committee.
In 1973, the Representative Meeting "changed its
mind" and authorized the appointment of a committee to "study the entire
question of future development of the Arch Street property",
considering options such as a retirement community, and overnight
residential facility, and a facility for the Diagnostic Center.

Minutes of the Arch Street Property and Use Committee,
1982-1986.
The Third & Arch Streets properties consist of several joined buildings facing Arch and Third Streets in Philadelphia. The
302-304 building was built in 1916 by the Orthodox Yearly Meeting to house Friends during yearly meeting. After a number of
options for the site were explored, the Yearly Meeting sold the buildings in 1979 to a developer, Third and Arch Street Associates,
but retained the land. After a series of financial difficulties, Third & Arch Street Associates went into bankruptcy and the
properties were sold in 1993.
The collection consists of minutes, correspondence, legal documents and other records of the relationship of Philadelphia
Yearly Meeting with Third & Arch Streets Associates. Due to the fact that there was no General Secretary or Associate Secretary
for Administration at the time of the bankruptcy, the there are gaps in the documentation. This collection was assembled by
Helen File, Director of Arch Street Meeting House.

Return to the Table of Contents Series 8. Computer Committees, 1971-1994An Ad Hoc Computer Committee was established in 1981 as a means of supporting the staff in preparing to move from the old
Burroughs system accounting machine and a separate addressograph plate membership system to a more up-to-date AMS (Applied
Micro Systems) system. The Committee included the Assoc. Sec'y for General Services, the Yearly Meeting treasurer, the accountant,
and other experienced computer users. Because the Committee existed in an Ad Hoc status, it served in an advisory capacity
for the selection of hardware and programs. In 1987, there was a request to establish this committee as a standing committee,
but this was not effected until 1991 when it was renamed the Computer Services Committee. In 1994, the stated purpose of the
Computer Services Committee was as follows: "to advise the staff and otherYearly Meeting Committees. In this capacity it will
monitor services provided by the computer system, and serve as a forum for discussion of policy and costs controlling the
computer services of Philadelphia Yearly Meeting. Implementation of computer policy is the responsibility of the General Secretary."

The Bicentennial Committee was appointed under the
Representative Committee to coordinate events surrounding America's
Bicentennial celebrations. It held its first meeting on October 8,
1974. Among its functions was to offer hospitality to Friends
visiting Philadelphia in 1976. By the fall of 1975, the committee has
a budget of $92,000 for sixteen months' work and 28 members. Paul
Turner served as chairman, and Lyle Tatum as coordinator.

In September, 1977, the Representative Meeting appointed a
Tercentenary Committee to focus Friends' attention on the various
300th anniversaries related to William Penn. These anniversaries
included the 300th anniversary of Charles II's granting a charter to
William Penn and the founding of the Commonwealth of Pennsylvania in
1681, the 300th anniversary of the Philadelphia Yearly Meeting in
1981, and the anniversary of Penn's Landing and the founding of the
city of Philadelphia in 1682. The Committee maintained contact with the Philadelphia Historical & Museum Commission, the
Welcome Society, and the Heritage Guild, among others, in arranging events and publications. It also worked with the Arch
Street Exhibits Committee, and the Yearly Committee on Education to enhance Friends' knowledge of "William Penn's importance
to us all."
The Committee had some part in a number of publications, including The Papers of William Penn, edited by Richard & Mary Mapes Dunn, with a bibliography of his works by Edwin D. Bronner (a committee member), Three Centuries of Quakers in the Delaware Valley, edited by John Moore, and Philadelphia Quakers, 1681-1981, a pictorial history of the Philadelphia Yearly Meeting, written by Robert H. Wilson, working with an Oversight Committee
under the Representative Meeting. There was also a conference, "The Worlds of William Penn" in Philadelphia in March, 1981,
organized by the Center for Early American Studies at the University of Pennsylvania, a dramatic performance entitled "There
is a Spirit", performed at the regular Yearly Meeting in March, and a day-long special session at Burlington Monthly Meeting
in New Jersey. The Committee also organized slide shows, conferences, and inspirational programming for the Meetings.
Esther Darlington Rosenberg served as Clerk of the Committee until 1980, when she resigned and Nancy Webster took over. The
Tercentenary Committee was laid down in 1982.

Return to the Table of Contents Series 10. Records Committee, 1873-1975In 1913, the Orthodox branch of Philadelphia Yearly Meeting built a vault for historical records at 302 Arch Street. At that
time, Hicksite records were typically deposited in Friends Historical Library of Swarthmore College. In 10 mo 1956, Representative
Meeting directed that the Committee in Charge of the Department of Records at Arch Street assume responsibility for all of
the records of Philadelphia Yearly Meeting, those which were stored in the vault and those at Friends Historical Library.
An expanded Records Committee began to report to Yearly Meeting at this time.
In 1965, Yearly Meeting agreed that the archives at Arch Street should be dispersed to Friends Historical Library and to the
Quaker Collection at Haverford. The transfer was mostly completed by 1975.

Yearly Meeting from 1967 to 1982. During this time, the administrative
structure of the Philadelphia Yearly Meeting was drastically changed - in 1972,
the three Coordinating Committees (Education & Care of Members, Testimonies
& Concerns, and General Services) were created.
"The Pacifism of
Richard Nixon" includes a letter
of concern from the PYM to the President about statements Nixon made
in an interview with
C.L. Sulzbergerof the NY Times,
as well as numerous newspaper articles and letters from various
monthly meetings on the subject of Nixon's claim to be a "deeply
committed pacifist" in light of his administration's policies in
Southeast Asia and elsewhere.

Return to the Table of Contents Series 13. Office of the General Secretary: Samuel D. Caldwell, 1977-1987Samuel D. Caldwell was the General Secretary of Philadelphia Yearly Meeting from 1982-1990. During his term he managed to
stop the decrease in numbers of Friends in the Yearly Meeting by implementing an “Outreach Committee” to bring information
about Quakers to the outside world. This program was controversial because of the traditional Friendly aversion to evangelism,
but it proved fairly effective. Caldwell also served as chairman of the board of the Metropolitan Council of Churches, where
he was responsible for the inclusion of many minority churches that had previously been excluded from board membership as
not belonging to an official denomination of Christianity. He resigned in 1990, at the age of 42, because he felt that he
had served to the best of his ability and that staying on would be a hindrance to the meeting.
These files associated with Outreach Committee, Metropolitan Council of Churches, and Miscellaneous contain the papers that
Samuel Caldwell
assembled during and directly before his term as General Secretary,
although some of the files may have been left over from Caldwell’s
predecessor, Francis G. Brown. They contain Philadelphia Yearly
Meeting administrative documents and financial papers; files from
various committees; documents on national, international, and
interfaith concerns; and some personal General Secretary’s records
belonging to Caldwell. The two most significant groups are nine
folders from PYM’s Outreach Committee, and six folders from the
Metropolitan Council of Churches.

Meeting, took an extended leave of absence. Robert F. Tatman was appointed to
fill the position on an interim basis. Edwin Staudt was appointed General
Secretary in the 1991/1992 year, but he resigned in 1994. Nancy Middleton was
named Acting General Secretary by the Representative Meeting of PYM in 1994,
and in 1995 became the General Secretary. This collection contains her papers
from 1994-1996, spanning a wide range of topics.
These are the papers that Nancy Middleton collected while serving as
Acting/General Secretary of PYM from 1994-1996. They include information on
personnel and finance, correspondence, and many reports: on committees, on
visits to monthly or quarterly meetings, and on her own activities. There are
also a significant number of folders pertaining to the renovation and
construction at Burlington Meeting House, transforming it into a Youth Center.
The collection is more impressive in breadth than depth, and perhaps serves
best as an illustration of the amount of material that was processed and dealt
with by the General Secretary.

Lyle Tatum served as Interim Secretary, and the position was permanently filled by a team, Wendy Young and Marilyn Trueblood,
who began work in May of 1993.
Some of the files in this collection were assembled during Elizabeth Cunningham's term as Staff Accountant of PYM, and others
may have been moved from the office of Richard P. Bansen.
Bequests files were received with these administrative records of Elizabeth Cunningham; the Bequests files have been removed
and placed with the records of the Bequests Committee for which there is a separate finding aid.
