    ▪ Abstract With nearly one in ten residents of advanced industrialized states now an immigrant, international migration has become a fundamental driver of social, economic, and political change. We review alternative models of migratory behavior (which emphasize structural factors largely beyond states' control) as well as models of immigration policy making that seek to explain the gaps between stated policy and actual outcomes. Some scholars attempt to explain the limited efficacy of control policies by focusing on domestic interest groups, political institutions, and the interaction among them; others approach the issue from an international or “intermestic” perspective. Despite the modest effects of control measures on unauthorized flows of economic migrants and asylum seekers, governments continue to determine the proportion of migrants who enjoy legal status, the specific membership rights associated with different legal (and undocumented) migrant classes, and how policies are implemented. These choices have important implications for how the costs and benefits of migration are distributed among different groups of migrants, native-born workers, employers, consumers, and taxpayers.

▪ Abstract This review addresses key issues in the study of Latino politics. Foremost among these is the question of low voter turnout. Such factors as income, education, nativity, religion, political party, organizational involvement, neighborhood composition, ethnic attachments, and mobilization of Hispanic turnout have a limited impact on Hispanic votes. I suggest that this is due to differences in the political socialization of Latinos and Anglos. The review also shows that immigrants are focused on U.S. politics rather than home-country politics. Additionally, it describes significant differences regarding the factors that shape Hispanic versus Anglo partisanship. Among the other issues considered is the limited significance of ethnic factors, as compared to partisanship and state of residence, in determining electoral and policy preferences.

▪ Abstract What “counts” as transnational citizenship? Like the related notions of global or transnational civil society, the term's appeal to internationalists is greater than its conceptual precision. However, a wide range of empirical trends do raise questions about the nation-state-based approach to the concept of citizenship. In an effort to avoid conceptual stretching, this essay assesses the degree to which the concept of transnational citizenship helps to address issues raised by “globalization from below.” Because many approaches to citizenship focus on the dynamics and texture of participation, this review incorporates recent findings in sociology, anthropology, and geography into the political science discussion. The essay is organized by propositions that bring together analysis of two distinct empirical literatures, on transnational civil society and on migrant civic and political participation. The review concludes by contrasting two cross-cutting sets of definitional choices. The discussion is framed by a recognition that definitions of citizenship vary along two main dimensions: in their emphasis on rights versus membership, and in high versus low intensity. Only a very bounded definition of transnational citizenship holds up under conceptual scrutiny, limited to what is also called dual or multiple citizenship for migrants.

Start by looking in the index volume for your topic words.   Once you find relevant articles, check the lists of sources at the ends of entries for new books and journal articles to read.

Migration Policy Institute

The Migration Policy Institute (MPI) is an independent, nonpartisan, nonprofit think tank in Washington, DC dedicated to the study of the movement of people worldwide.

Pew Hispanic Center

Important source of research reports. Many include statistics in such areas as population and economics.

Tomás Rivera Policy Institute

Offers full-text non-governmental organization papers, as well as journal articles, case studies, scholarly papers,and conference proceedings that focus on theory and research in international affairs. Covers 1991 to the present.

PolicyFile

Provider: Chadwyck-Healey

Provides online access to abstracts and full-text articles on public policy research and analysis from think tanks, university research programs, research organizations and publishers. Much better results than searching Google.

Public interest group profiles.

Descriptions and index of public advocacy groups. Entries average 2 to 3 pages and go into detail about the political orientation and effectiveness of each group. This information is taken from major newspapers.

Finding Statistics:

The recent studies of Mexican immigration in states beyond the border region published in New Destinations: Mexican Immigration in the United States have extensive demographic, social, and economic data. Authors of the studies used IPUMS and Current Population Survey reports. See below for links and additional sources.

One of the best places for up-to-date information. Note in particular the reports devoted to Hispanics and to the foreign born.

IPUMS (Integrated Public Use Microdata Series)

Samples of U S data drawn from censuses, 1850 to 2000, as well as from American Community Surveys through 2006. You can determine the kinds of data you want to extract.

LexisNexis Congressional

Provides daily updated information on the U.S. legislature, including full text of bills starting in 1989, public laws starting in 1988, committee reports starting in 1990, House and Senate documents starting in 1995, Congressional Record starting in 1985, Federal Register starting in 1980, National Journal starting in 1977 and other government information.
Use the Advanced Search to target specific publications, such as hearings.
